The Aerial Photography Summary Record System (APSRS) describes aerial photography projects that meet specified criteria over a given geographic area of the United States and its territories. Aerial photographs are an important tool in cartography and a number of other professions. Land use planners, real estate developers, lawyers, environmental specialists, and many other professionals rely on detailed and timely aerial photographs. Until 1975, there was no systematic approach to locate an aerial photograph, or series of photographs, quickly and easily. In that year, the U.S. Geological Survey (USGS) inaugurated the APSRS, which has become a standard reference for users of aerial photographs.
The National Cartographic Information Center (NCIC) is the information branch of the National Mapping Program. NCIC gathers descriptions of cartographic products held by Federal, State and local agencies, and private companies. Computerized information systems are used to edit, store, and distribute these descriptions. The Aerial Photography Summary Record System (APSRS) is NCIC's system for determining if photographs of a particular area, with a particular set of characteristics, are available, and if so, where they can be found. This guide defines the procedures for planning and conducting visits to potential contributors to the APSRS data base. The guide also defines acquisition responsibilities of the contributor, State affiliates, mapping centers, and NCIC headquarters. The National Cartographic Information Center (NCIC) is the information branch of the U.S. Geological Survey's National Mapping Division. In order to organize and distribute information about U.S. aerial photography coverage and to help eliminate aerial mapping duplication by tracking individual aerial projects, NCIC developed the Aerial Photography Summary Record System (APSRS). APSRS's principal products are State-Base Graphics (SBG), graphic indexes that show the coverage of conventional aerial photography projects over each State.
NCIC was established within the USGS to provide a single-point contact source for cartographic-related information, including remotely sensed data. A computerized indexing system, the Aerial Photography Summary Record System (APSRS), shows all holding for Federal agencies, with the long range goal of including data acquired on the state and local levels and (eventually) by private industry. The system directs the used to a particular agency which holds coverage over a particular unit area, based on the 7 1/2 minute USGS quadrangle system. The data will remain in the hands of the source agency.
